While the full scope of his abilities is known only to himself (and likely his mentor), he can exhibit strange and wondrous abilities such as entering artwork, levitation, creating gusts of strong wind, and other fantastic, though unconventional, abilities.
Weaknesses: Bert's magical powers are largely passive and positive in nature and, as a result, he is not much of a front-lines sort of fighter, as his powers are neither effective nor intended for combating evildoers, but rather for educational, uplifting, and positive effects. It is also worth noting that Bert is a human, with normal human endurance, enabling him to easily sustain heavy injury against super-powered villains if he's not careful.
Accessories: Numerous, all of which passive, and usually associated with his numerous trades.
Character Information (Personality & Motivation): Theoretically born in London to a rather strict father (though not much of his mother or other family is known), much of Bert's past is largely unknown, and only snippets here and there give clue to his origins, such as his Cockney accent. Bert's childhood was apparently not entirely pleasant, until the day his father employed a nanny to care for him. Said nanny was Mary Poppins, a magical and enigmatic woman who helped to shape the man he would become.
Bert grew into a fine man. Though not financially adept (he turned out to fall under poverty, in fact), he adopted an enthusiastic, optimistic outlook on life, and could find fun and merit through all of the trials in life, even those that would leave a sour taste in the mouths of others. A jack-of-all-trades, Bert undertakes numerous jobs in order to make ends meet, and he puts his heart into all of them. He is unselfish and caring, though he can be a bit intrusive and juvenile at times. His intentions, however, are always good.
Bert's magical capabilities are a result of tutoring from his mentor, Mary Poppins, whom he greatly admires, respects, and holds in high regard (and, rumor has it, also has much deeper feelings for). As such he is capable of wielding most, if not all, of the same magical abilities that Mary herself is known to utilize. The reasoning as to why Mary chose to 'pass the torch,' so to speak, of her powers to Bert are not fully understood, quite possibly not even to Bert himself, but he vowed to use his powers to enrich the lives of others.
Though initially from London, he became a wanderer as time passed, journeying to other countries where he could learn and help others. When things began to go South in Epcot City, Bert relocated to Calisota to see if his services could be of any use in uplifting spirits in the depraved city. Bert holds the Dream League in high esteem, and is ready and willing to assist them in their exploits to halt crime in any way he can.
Bert does not don a costume or alias, as it isn't in his nature to conceal anything or to deceive. He is simply 'Bert' to anyone and everyone that knows him.
