Appearance: No longer wears clothes, although nothing revealing can be seen.
Abilities and Powers: Hydromorph. So far, he has been witnessed transforming himself into a large wave of water or a whirlpool to engulf victims, altering his size and shape, and changing the density, chemical composition, and temperature of water. Due to his condition, he no longer requires oxygen, food, or water. Intelligent, fast-talking, and a schemer.
Weaknesses: Extremely arrogant; vulnerable to magic and psychic attacks. Things such as cement mix and fire extinguishers can be used to trap him if they are used on him.

Character Information (Personality & Motivation): The supervillain known as the Liquidator was once an ordinary man, Bud Flood, the crooked CEO of a company specializing in distributing and selling bottle water. When Bud began sabotaging the competition, he drew the attention of St. Canard crimefighter Darkwing Duck.
During a run-in with Darkwing at a bottled water industrial unit belonging to a rival, Bud fell into a contaminated vat of water, transforming into the aquakinetic criminal known as the Liquidator. The public and even a majority of law enforcement is not aware of the Liquidator's real identity, and some even believe that he is responsible for Bud's disappearance.
The Liquidator exudes confidence, quite often crossing over into full-on cockiness. As he was a businessman, money is still his number one objective, and now his powers allow him to take wealth by force. He is also the type to take notice of a pretty face, though he is too focused to allow himself to be distracted by an attractive woman. He may not be homicidal like some of the Dream League's other foes are, but he can be ruthless when it suits him. He holds a certain respect for those who have a cutthroat business mentality like himself, even foes. He has no problems teaming up with other criminals if they share a common goal.
While he despises all of the Dream League as a pack of annoying goody-two shoes, he has a particular enmity with Darkwing Duck.
