Physical Description (Body structure, eye color, hair color, etc.): An averaged sized rat with a lanky body structure. Entire body appears hairless aside from four strands of hair on his head and a few crooked whiskers on his nose. One of his eyes appears larger than the other.
Appearance (Dream League): Right down to the yellow jumpsuit, teal gloves, and galoshes, Megavolt's attire is made entirely out of rubber to give off an electric charge. He also wears an extension cord for a belt, has a plug inlet attached to his chest, and a large battery strapped to his back. He's never without his protective goggles and hat that's modeled to look like a plug.
Appearance (Outside of Costume): He hasn't been out of his costume since his high school days. If anyone happens to remember, Megavolt usually wore clothes of a stereotypical nerd back in the day. Dress shirts with long sleeves, a tie, and pants that were raised a wee bit high.
Abilities and Powers: Megavolt has the power to manipulate electricity, and can use electrical devices in his environment to his advantage. He's also been able to animate electrical objects to fight his battles for him (i.e. bringing a car to life to run over Darkwing Duck on it's own accord in the episode Duck Blind).
Weaknesses: Water, of course, is one of Megavolt's biggest weaknesses as it can discharge his powers, and even electrocute himself. Other than water, Megavolt also can run out of power, requiring him to recharge which is why he carries an extension cord and a plug inlet around. One of Megavolt's biggest downfalls, however, will always be his short temper as it's no difficult feat to get the psychotic supervillain flustered or distracted.
Accessories: Protective gear to withstand and give off electricity. Large battery strapped to back to keep his powers flowing.

Due to the accident that gave him his powers, Megavolt's brain cells were shocked, leaving him with short-term memory loss and eliminating his common sense and sense of reality. Over time, the usage of his powers had messed with his head so much, that he's now borderline insane, and refuses to give in to reason.
As stupid as it sounds, Megavolt's main motive is to take any electrical device for himself, believing that they're enslaved by the people that use them.
