Physical Description (Body structure, eye color, hair color, etc.): Ratigan is a rather intimidating figure - he has a notably hunched-over stature, which becomes even more prominent when he's angry. Yellow eyes with black pupils only help to contribute to this intimidating rat. Still, he likes to keep himself rather clean-cut - given his slicked-back hair and neatly trimmed eyebrows. While rather short at his normal height of about 5 or so inches, he towers above others.
Appearance (In-Costume): As Mephistopheles, Ratigan wears an almost-entirely black outfit, the one exception being what is seen on his torso. He wears a modified version of his normal attire, adorned with a blue/pink tie and gray button-up shirt. He tops these off with white opera gloves, a black top hat with a red sash, and a large black trench coat.
Visual:
Appearance (Outside of Costume): Ratigan, when not in the guise of Mephistopheles, typically wears a variety of suits. Most notable amongst this is his outfit from the film. Given his powers, he usually makes no attempt to hide himself in public, unless it is needed for some sort of disguise.
Abilities and Powers: Mephistopheles has the ability to grow and shrink himself at will - only to a size that's slightly taller than the average human, but enough to give him an intimidating aura and a fighting chance against most heroes. He has some decent physical strength, but refuses to use it in most cases (outside the occasional backhand).
Mephistopheles also has an extremely high IQ in addition to this, being a master of disguise and excellent at conducting nefarious schemes - especially those involving elaborate traps. He uses his IQ quite a bit as a method of persuasion, allowing him to amass armies of extremely loyal henchmen.
Weaknesses: If you manage to piss Ratigan off, he will typically enter a blinding rage - only becoming centered on simply destroying his opponent. At these points, though he will use physical attacks, he is extremely simple-minded in goals and can be brought down through trickery very easily.
Accessories: Complimenting his attire, Mephistopheles can usually be seen carrying around a golden opera cane - though he will typically abandon it in battle, usually using it as a theatrical ham.
Character Information (Personality & Motivation): Our story begins where Ratigan died - a final conquest against the great Basil of Baker Street, that ended with Ratigan's fall to the death. Awakening in the other side, he persuaded some "friends" into a deal: if he were to be resurrected, he would collect a few souls in exchange for this. Agreeing, Ratigan was resurrected in modern day Epcot City.
Ratigan quickly paid off his debts, taking care of a few low-level mice. To thank him, and possibly to get him into another deal, the friends granted Ratigan a gift - the ability to modify his size, allowing him to have a chance against those who would stand against him, and his dreams of monarchy.
He stood by and watched, taking note of the masked heroes and villains which seemed so prominent. Deciding to make his move, he began to round up a small gang of mice, and amassed a small hideout with stolen goods, ready to take charge. There was just one problem: these superpowered freaks were not just miserable-second rate detectives, they would have ways of tracking him and actually fighting against him, as elusive as he was. He needed an alias - one which would reflect his class, sheer rottenness and a taste for the theatrical. He settled on one that filled the shoes of all of these: Mephistopheles. The name was perfect, it reflected everything he wanted, with a bit of the demonic influence that brought him back from the grave. With wicked glee, Ratigan got to work...
Ratigan carries himself as a sheer gentleman, to be sure. He has an incredible sense of sophistication, though this only masks a deeper side to him: a raging, psychopathic rat. Those who discover this side of Ratigan are in for a terrible surprise...
